Don't get me wrong. In Chechnya, if they find out you're gay, you'll be a dead man. That is a "value" that permeates that particular little Caucusus backwater, and always has. The headline on the April 1st article that started the whole thing, translated, reads, "As the ambitions of a well-known LGBT activist awoke in Chechnya a terrible ancient custom." (Emphasis mine.)

Spokesperson for the Head of Chechnya, Ramzan Kadyrov: "If there were such people in Chechnya, the law enforcement agencies would not have any worries with them, because the relatives themselves would send them to the address from which they do not return."

Heda Saratov, a human rights activist of the Council at the head of Chechnya for the development of civil society and human rights "noted that homosexuality is evil, which every citizen of the republic will struggle with." Yes, quite the human rights activist.

And it's been like this for, like, forever. But all of a sudden it's a worldwide concern. Why?

Concentration camps?

ALL of the recent flurry of news about the plight of gays is based on a series of articles in the Novaya Gazeta, a "leading opposition" news medium in the Russian Federation. I've gone to the trouble of putting every Novaya Gazeta article concerning Chechnya gays through Google Translate, all 40 of them from April 1st through April 28th, and the phrase "concentration camps" does not appear.

(To check my work, I did a search of the Novaya Gazeta web-site for the phrase 'концентрационный лагерь,' which I understand to be the Russian for "concentration camp," and turned up quite a few stories. Including, as irony would have it, a piece by Anna Politkovskaya, the Russian journalist who was murdered, possibly by Chechen gangsters in reprisal for her reporting on the war in Chechnya in the early 2000s. And I know a lot of people think Putin did it, so don't even start. Either way it's ironic.)

There are references to gay men spending time in prison, being interrogated and tortured, and asked to name names, but those prisons are not "concentration camps." They're also not exclusively for gays. Suspected drug addicts and Islamist terrorists are also incarcerated there. While some are possibly killed—torture does that—most are returned to their families. In Chechnya, having a gay relative deeply dishonours the entire family, so the authorities can count on their families to take care of the "problem."

Progressives by now should have figured out that the deep state has figured out how to push quite a few of our buttons. We should be careful about letting them do so. They do it not because they give a monkey's about the plight of gay men in Chechnya, or us, but because it suits their other interests. What interests? If you understand that our deep state is at war with Vladimir Putin's Russia, it won't take you long to figure out. (Remember, Novaya Gazeta is an "opposition" newspaper.)

The words "concentration camps," and, as it reads in some headlines, "the first concentration camps since Hitler," are, of course, evocative of you-know-what, unlike "prisons," "jails," or "interrogation centres," which might conjure up, you know, Argentina, or maybe Chicago.

There's a lot more to be said on this issue, and I'm still working on it. I'm especially concerned about the question, What can be done to assist the gays of Chechnya to be safe? I'm not convinced a worldwide news campaign about how Putin's allowing a Russian republic to kill their gays is the right thing to do. For one thing, Chechen leaders seem to take more offence to the "accusation" that there are gay men in Chechnya than to the accusation that they're killing them.

The information about the arrests began to come about a week ago and was reviewed by us and confirmed by an unprecedented number of sources: the Ministry of Internal Affairs of the Chechen Republic, the administration of the head of the republic, the FSB Chechnya, the prosecutor's office of Chechnya, and local LGBT activists. However, in traditional Chechen society, between members of which extremely short social distances, such things are recognized quickly, no matter how much they hide.

Chechen users of social networks panicky leave the closed thematic groups in instant messengers, close accounts in social networks. However, some, at the risk, try to warn others about the threat.

Absolutely not knowing and not understanding the local specifics, he apparently simply did not take into account what consequences for people can be from just one notification of intention, which no one was planning to implement. Together with activists from the Russian LGBT Network, we received three testimonies from the residents of Chechnya, who in full contact told us what had happened to them. At the moment, all these people and their families are safe, outside of Russia. We also received three more stories, whose characters either perished, or are hiding in Chechnya (at the disposal of the editorial office there are voice messages from one of the hiding ones).

All these certificates were obtained at different times, from different people who lived in different regions of Chechnya, who had different social status in the society and who were not acquainted with each other. Nevertheless

In all the testimonies there are recurring moments that allow to restore the chronicle of mass repressions against Chechens suspected of homosexual orientation.

In the previous publication we proceeded from the information of our sources from the FSB and the Ministry of Internal Affairs for the Chechen Republic. They linked mass repressions against the Chechen LGBT community with a statement about holding gay pride parades in four Caucasian cities, which was filed by activists of the GayRussia.ru Internet project in early March. However, these statements, which caused a huge negative response in the Caucasus, provoked a second wave of repression.

On April 1, Novaya Gazeta published an article, "Murder of Honor," in which we reported massive illegal detentions, torture and killings of residents of Chechnya suspected of homosexual orientation. The investigation of Novaya Gazeta began in mid-March, when a source addressed the newspaper with a report about the murder of a well-known Chechen television broadcaster. The death of the TV presenter confirmed a large number of other sources of "Novaya". During the verification of this information, we learned about a large-scale campaign against the Chechen LGBT community. At the time of the first publication, Novaya Gazeta was able not only to confirm the mass persecution of people in Chechnya for their sexual orientation, but also to establish contact with survivors and Chechen victims who left Chechnya.

Our sources in the power structures of Chechnya talked about more than 100 detainees; Were also killed.

Two days before the publication, when we had an idea of ??the scale of repression, Novaya Gazeta, together with the Russian LGBT network, organized a kavkaz@lgbtnet.org hotline for the victims and distributed information about it on social networks, including the official accounts of Novaya Gazeta . Next, "Novaya Gazeta" published the first testimonies of the victims, who told about one of the secret prisons in Chechnya, located in the city of Argun.

At the moment, evidence is recorded of more than 10 people who have undergone monstrous torture in the prisons prison. All the testimony of people (of whom only two were first acquainted with each other) converge in the smallest details when they describe the nature and mode of torture, the room where the so-called "electric chair", degrading treatment, the hierarchy among the detainees in this Prison.

In the cells, along with the detainees on suspicion of homosexual orientation, there were other people who were there because of suspicion of drug use and extremism. Several eyewitnesses immediately told us how it happened: relatives of detainees (only men - fathers, brothers or uncles), as well as the detainees themselves, were gathered in a large hall. M.H. Daudov spoke before the congregation and condemned homosexuality as a phenomenon unacceptable for Chechnya. To direct reprisals against homosexuals M.H. Daudov did not call, but his conclusion directly followed the conclusion that such people should not have a place in Chechen society. Then the name of the particular detainee was called, after which the relative of this person went forward, for everyone to see. He had to listen to the insulting statements of M.Kh. I must say, this procedure for Chechnya is typical. Shortly before the publication on the persecution of Chechen gays, Novaya Gazeta published an article entitled "The War of the Children", which described a similar "preventive work" with relatives of detainees on suspicion of extremism (among detainees we first recorded a large number of minors). Work with relatives was held in the Ministry of Internal Affairs in Grozny, carried out "prevention in Chechen" by the head of the Grozny police Magomed Dashayev. The facts outlined in this article and documented in evidence, found no response from law enforcement agencies.

At the moment, Novaya Gazeta is aware of six secret prisons in which hundreds of detained citizens, including those suspected of homosexual orientation, are illegally (without due process registration). The fact of mass detentions was not denied even by a member of the Human Rights Council under the head of Chechnya, Head of Saratov. On April 3, 15,000 religious and public figures of Chechnya gathered in the central mosque in Grozny and voiced open threats against journalists. It was clear that in this way the authorities of Chechnya were taking the conversation away from the unreasonable repressions in the republic and, using the ultra-conservative public attitude towards homosexuality, channeled aggression towards those who raised this topic, allegedly insulting the national and religious feelings of all Chechens.

On April 19, Ramzan Kadyrov was summoned to Moscow. At a meeting with Putin, Kadyrov was forced to report on the situation with the persecution of Chechen gays and on the fact of threats against journalists. He told the president of the country that the information of Novaya Gazeta was a lie. He said: "Good people in quotes write what we have in the republic ... well, even talking about it is uncomfortable (in this place Kadyrov's nervous laughter), people are detained there, they are being killed. They even named one last name (identifies a person .- EM) ... They said that he was killed, and he is at home. The fact is that Novaya Gazeta did not publish any names - neither living nor dead people. We immediately assumed the obligation not to publicize the personal data of the victims without their consent or consent from their relatives. We were guided by the principle "do no harm" and took into account the national and religious characteristics of Chechen society.

Any publicity in this situation leads the victim to a double threat both from the authorities of Chechnya and from relatives. Since not only by coercing siloviki, but also by virtue of the traditions of Chechen society, shame is washed away by the blood of a disgraced family / person.

The person whose name and status Ramzan Kadyrov called in his conversation with Putin was really mentioned by various sources as a detainee in the framework of the anti-gay campaign. And the fact that Kadyrov was the first to name his name and surname proves the high awareness of the head of Chechnya about this situation. The reaction of the Kremlin

Investigator Igor Sobol, who conducts the audit, is one of the most experienced and most accurate - the most informed about Chechen realities by the employee of the Investigative Committee of Russia. But we also understand: no matter how professional he may be, it does not depend on him, whether the verification will end with the institution of a criminal case and whether this case will reach the court. We do not doubt only one thing: if it comes to trial, the indictment will be sensational, and many Chechen security officials will sit in the dock. Sable is quite capable of this.

At one time he was the one who investigated the criminal case initiated by the former security guard of Kadyrov, Umar Israilov, who openly accused the head of Chechnya of torture. As far as we know, there are no such offers and guarantees.

Who will write a statement when his family and friends continue to live in the same place? Only - under the guarantee of their security against lynching and other forms of persecution.

No one has provided such guarantees.

Name the victims - they tell journalists and human rights activists. But so far only journalists and human rights activists can guarantee people security without revealing their personal data. And the law does not allow us to divulge names without the consent of the victims themselves. We do not write laws, we do not have tools to ensure the safety of citizens of the Russian Federation.

There can be only one way out of the situation - seriously, without evasiveness, check all the facts, giving people real protection and giving these facts a legal assessment. The authorities of Chechnya have repeatedly called publications libel. At the meeting, the adviser to the head of Chechnya Ramzan Kadyrov, Adam Shakhidov, publicly accused the Novaya Gazeta staff of slander and clearly identified "the enemies of our faith and our homeland."

On Wednesday, April 19, the head of the republic, Ramzan Kadyrov, at a meeting with Russian President Vladimir Putin denied detention in Chechnya, and called the materials in the media "provocation." "Allegedly, people are detained there, killed, even named one last name," Kadyrov continued, without specifying at the same time which media they are talking about.

Back in the very first publication, "Novaya Gazeta", she spoke about a special security protocol worked out jointly with human rights defenders before exposing a dangerous situation with human rights in Chechnya. In accordance with this protocol, Novaya Gazeta is ready to call the investigation complete data only for Chechens killed on homosexual charges. Novaya Gazeta received threats from Chechnya in connection with the publications mentioned. Novaya Gazeta handed over the factual data known to us that allow us to establish and prove the circumstances of the prosecution of the residents of Chechnya on suspicion of homosexual orientation. And the Investigative Committee has already begun checking the facts of extrajudicial executions, which we described in several articles.

Recall, in early April, "Novaya Gazeta" published an investigation into the raids that began in Chechnya against people of unconventional sexual orientation.

On April 4, there was a continuation of the material containing anonymous (to those who spoke openly and their relatives in Chechnya were threatened) evidence of massive violations of the rights of LGBT community representatives in Chechnya.

On April 8, Novaya Gazeta sent a statement to the Prosecutor General's Office asking for a verification of the facts from two publications reporting the persecution of homosexuals in Chechnya. The statement says that the newspaper is reliably aware of the three deaths, the circumstances of their death are cross-verified by numerous testimonies, and also information about places of detention on the territory of Chechnya containing suspects in homosexuality.
