Boom, Bust and Consolidation

The five largest bitumen-extractive corporations in Canada control 79.3 per cent of Canada’s productive capacity of bitumen. The Big Five—Suncor Energy, Canadian Natural Resources Limited (CNRL), Cenovus Energy, Imperial Oil and Husky Energy—collectively control 90 per cent of existing bitumen upgrading capacity and are positioned to dominate Canada’s future oil sands development. In a sense they are the oil sands, and this report analyses their economics and their accumulation dynamics in the context of the latest commodity cycle: boom (2004–2014), bust (2014–2016), and restructuring and consolidation (2015 onward).

A new Director for CCPA's BC Office: Message from Mary Childs, Board Chair

The CCPA-BC Board of Directors is delighted to share the news that Shannon Daub will be the next BC Director of the Canadian Centre for Policy Alternatives.

Last spring, Seth Klein announced that, after 22 years, he would be stepping down as founding Director of the CCPA-BC at the end of 2018. The CCPA-BC’s board then began a process of transition planning to find a new Director. 

After careful consultation and consideration, we decided the obvious choice was right before us. With the support of the CCPA-BC’s talented staff, the board asked Shannon to take the helm as BC Director.

Shannon has been with the CCPA-BC since its earliest days and has played a vital role in its success. As former Communications Director, and then Associate Director, Shannon has long been a leader of the CCPA-BC. For years, she has overseen the organization’s research and public engagement work, ensuring its intellectual rigour and accuracy. She is an extremely strategic thinker. Shannon has driven much of the innovation of the CCPA-BC for two decades, leading the evolution of our communications efforts and fundraising strategies, and most recently initiating and co-directing the Corporate Mapping Project. Shannon also brings leadership experience from outside the CCPA, having served as board chair of both CCEC Credit Union and the Wilderness Committee, and on the board of the Vancouver Public Library.

The CCPA-BC board is grateful for Seth’s service and leadership, and we are pleased that he will remain connected with the organization. And we look forward to the new ideas and energy that will come from a change in leadership. We have no doubt the CCPA-BC, under Shannon’s guidance, will remain a vibrant and innovative research institute, serving British Columbians with the rigour and commitment we’ve come to know and trust.

Who Owns Canada’s Fossil-Fuel Sector?

The major investors in Canada’s fossil-fuel sector have high stakes in maintaining business as usual rather than addressing the industry’s serious climate issues, says a new Corporate Mapping Project study. 

And as alarms ring over our continued dependence on natural gas, coal and oil, these investors have both an interest in the continued growth of Canada’s fossil-fuel sector and the economic power to shape its future. 

Substantial ownership and strategic control of Canada’s fossil-fuel sector are in the hands of a few major players, including all the Canadian big banks and several US investment funds, governments and some wealthy families—many of which are located outside Canada.

Rising levels of Canadian corporate ownership and control of the sector appear to have made little difference in how the industry functions, and the trend towards more Canadian corporate control of fossil-fuel extraction has not brought improvements.

Pharmacare consensus principles released today

A diverse coalition representing health care providers, non-profit organizations, workers, seniors, patients and academics has come together to issue a statement of consensus principles for the establishment of National Pharmacare in Canada.

Our coalition believes that National Pharmacare should be a seamless extension of the existing universal health care system in Canada, which covers medically necessary physician and hospital services, and therefore operate in harmony with the principles of the Canada Health Act.

National Pharmacare should be governed by the following principles:

1. Universality

Coverage for all residents of Canada on equal terms and conditions.

2. Public, Single-Payer Administration

A publicly administered and delivered program that is integrated with  the  Medicare  systems  in which it operates, directly accountable  to  the public it serves, and leverages single-payer procurement to maximize purchasing power for the entire Canadian population.

3. Accessibility

Access to covered medications without financial barriers or other impediments.

4. Comprehensiveness

Coverage for as many medications as judged safe and effective by scientific evidence and based on the best value for money.

Ensure the public servant experts who select medications for coverage are appropriately insulated from political pressures and marketing campaigns.

5. Portable Coverage

Continuous and consistent coverage for residents who move within Canada.

In addition to the five principles above, our coalition believes that the federal  government must offer leadership in order to achieve National Pharmacare. This must include substantial funding commitments, sufficient to induce provincial and territorial governments to opt-in to the national program.

Couverture continue et stable pour les personnes qui déménagent pour s’établir ailleurs au Canada.

Kate McInturff Fellowship in Gender Justice

The CCPA is pleased to announce the creation of the Kate McInturff Fellowship in Gender Justice.This Fellowship is created to honour the legacy of senior researcher Kate McInturff who passed away in July 2018. Kate was a feminist trailblazer in public policy and gender-based research and achieved national acclaim for researching, writing, and producing CCPA’s annual report The Best and Worst Places to be a Woman in Canada. Starting in 2019, this fellowship will support a paid 4 month internship at CCPA for a graduate student who is committed to fighting for gender equality through policy research.

What do the two largest mining disasters in Canada's and Brazil's history have in common?

Tailings dam spills at Mount Polley and Mariana: Chronicles of disasters foretold  explores the many parallels between the tailings dam spills at the Mount Polley mine in British Columbia, Canada, and the Samarco mine in Mariana, Minas Gerais, Brazil.

The Mount Polley disaster took place in August 2014, when the dam holding toxic waste from the copper and gold mine collapsed, creating the largest environmental disaster in Canada’s mining history. In November of the following year, the largest mine disaster in Latin American history took place in Mariana, Brazil, when an even larger reservoir of waste collapsed at the Samarco iron mine. The paper finds numerous similarities in the circumstances leading up to and following the disasters, and argues they point to troubling systemic problems in the global mining industry.
